Golden State Game-Changer: OCTA’s I-405 Express Lanes Transforms Congestion Relief

The I-405 Improvement Project by the Orange County Transportation Authority (OCTA) is a landmark initiative that introduced the 405 Express Lanes along a 16-mile stretch of one of California’s busiest freeways. This $2.2 billion project, the largest highway construction in the state, successfully alleviated congestion by implementing congestion management pricing, which adjusts toll rates hourly based on real-time traffic conditions. This innovation led to a significant reduction in travel times—42% northbound and 35% southbound. OCTA also secured a $629 million TIFIA loan, saving taxpayers over $500 million. The project reimagined the corridor by reconstructing 18 bridges, adding bike lanes, and enhancing sidewalks, promoting safer, more sustainable travel. OCTA’s effective public outreach minimized disruptions and fostered community support, making the I-405 Improvement Project a deserving recipient of IBTTA's 2024 Toll Excellence Award.

Land of Lincoln Leads: Illinois Tollway’s I-PASS Assist Drives Equity and Access on the Open Road

The Illinois Tollway's I-PASS Assist program is a pioneering, equity-focused initiative designed to support underserved communities by making tollway travel more accessible and affordable. Launched in June 2021, the program has seen a dramatic 15-fold increase in enrollment, growing from 2,500 accounts in 2020 to over 40,000 active accounts. Key innovations include the elimination of the transponder deposit, reducing setup costs, and lowering automatic replenishment fees, which have collectively waived over $3.7 million in invoice fees. Through targeted outreach and an automated application process, I-PASS Assist has significantly expanded its reach, providing low-income residents with equitable access to transportation, setting a new standard in the tolling industry.

Indra's implementation of all-overhead tolling and traffic technology at the Transform 66 Outside the Beltway project, a major transportation corridor in Northern Virginia, has significantly advanced the tolling industry, exemplifying innovation and excellence. Managed by I-66 Express Mobility Partners LLC, this first-of-its-kind tolling solution utilizes LiDAR for dimensions-based classification and Video AI for axle-based classification, all integrated into an advanced smart-road system. Going live ahead of schedule in November 2022, it has drastically improved traffic flow along this critical commuter route, reducing travel times by 54% in the express lanes. The project sets a new standard for tolling systems globally, with its innovative use of commercial off-the-shelf (COTS) technology and holistic approach, including video-based occupancy detection, providing a blueprint for future implementations.

The Colorado Transportation Investment Office (CTIO) implemented an innovative Safety Enforcement Program using Blissway’s Wireless Autonomous Lane Enforcer (WAL-E) technology to address illegal weaving and oversized vehicle use on express lanes. Deployed on key corridors like I-70 and I-25, this program led to a 75% decrease in weaving violations and a 20% reduction in serious injury crashes, significantly enhancing traffic safety. Supported by legislative backing and public approval, the program also improved traffic flow, increased toll revenue, and set a new standard for infrastructure-light, sustainable, and cost-effective enforcement in the tolling industry.

The Gordie Howe International Bridge project, North America's largest bi-national infrastructure undertaking valued at $6.4 billion (CDN), exemplifies excellence in social responsibility with measurable achievements. The project has created over 11,400 jobs, with 42% filled by local workers, and engaged 275+ local businesses. It has contributed $1.87 billion to Detroit's GDP and $1.3 billion to Windsor's GDP. Environmental efforts include achieving ISO 14001 certification, LEED v4 Silver ratings for its port facilities, and an Envision™ Platinum Award. Socially, the project will invest $23 million in community improvements, has established a toll-free multi-use path to promote transportation equity, and delivered a Visual Arts Program that includes Indigenous art and a Commemorative piece recognizing the Underground Railroad, all informed by extensive community engagement. These initiatives have earned the project numerous awards, setting a new standard for cross-border infrastructure projects.

Tar Heel Turnpike: NCTA’s BOS2 Drives a New Era of Tolling Excellence.

The North Carolina Department of Transportation, Turnpike Authority implemented BOS2, a new back-office system in February 2023, revolutionizing NC Quick Pass customer service and toll transaction processing. Replacing a 13-year-old system, BOS2 offers advanced features like cloud-based telephony, an Interactive Voice Response System (IVR), and a mobile app, all built on scalable cloud technologies and APIs. The successful transition involved migrating over 6 million customer accounts, 9 million vehicles, and 1.5 million transponders, along with approximately ten years of account history, toll transactions, and financial activity. Since its deployment, BOS2 has collected over $280 million in payments and increased NC Quick Pass account adoption by 23%, with over 60% of new accounts converting from Bill-By-Mail to Prepaid NC Quick Pass accounts, setting a new industry standard for tolling technology.

The East Selmon Slip Ramps project, initiated by the Tampa Hillsborough Expressway Authority (THEA), effectively addressed growing congestion and changing travel behaviors on the Selmon Expressway, a critical east-west toll road in Tampa, Florida. In response to a 100% surge in traffic over the past decade and projected future increases, THEA introduced two new slip ramps, allowing westbound drivers to access and exit the All-Electronic Reversible Express Lanes (REL) more efficiently, bypassing the congested downtown core. This innovation has significantly reduced morning congestion, particularly at critical intersections and near an elementary school, enhancing safety and improving the overall commuter experience. The project's strategic design not only optimizes traffic flow but also defers substantial future expenditures, showcasing THEA's commitment to cost-effective, innovative infrastructure solutions.

This forum is for toll agency IT leaders to explore emerging technology's influence on the tolling and transportation sector. Participants discuss technology trends, best practices, organizational and staffing issues, and investment in technology.

Audit Committee

The purpose of the Audit Committee is to assist the board of directors in fulfilling its oversight responsibilities for the association’s accounting and financial reporting processes and audits of the financial statements of IBTTA, by reviewing (1) the integrity of the association’s financial statements, (2) the independence and qualifications of its external auditor, (3) the association’s system of internal controls, (4) the performance of the association’s external audit process, and (5) compliance with laws, regulations and ethics.

Members of this committee are appointed by the IBTTA President.

The purpose of the Awards Committee is to oversee and conduct the Toll Excellence Awards Program. The committee evaluates each submission based on all criteria and selects winners in the all categories. Members of this committee are appointed by the IBTTA President.

Board of Directors and Executive Committee

The IBTTA Board of Directors sets the strategic direction of the association, approves the association outcomes to be accomplished, and assures that the resources necessary for the achievement of desired outcomes are available and used efficiently. Board membership is open to toll operator members of IBTTA. The Board of Directors is composed of five officers and 20 directors. Officers serve a one-year term and directors serve staggered four-year terms.

The Council of Platinum Sponsors (CoPS);consists of representatives from each Platinum Sponsor. The council members support all of IBTTA Educational programming and meets at regular intervals to discuss a variety of IBTTA and industry-related topics, including a small number of “mega issues” that are selected in concert with the IBTTA Board of Directors and the Executive Committee. Through the creation of subcommittees, the council works collaboratively to establish positions, provide guidance, and develop materials that enable the IBTTA BOD to better understand pertinent issues and make informed decisions.

The purpose of this committee is to investigate and analyze technology-related issues, topics and trends and inform the membership about new and emerging technologies. Committee work is carried out by Subcommittees of the Emerging Technologies Committee, broken out into five subcommittees representing each of the 2022 focus areas.

Engineering and Construction Task Force

The purpose of the Engineering and Construction Task Force was created with the goal of IBTTA members mutually exchanging ideas and knowledge on a wide variety of topics on the engineering and construction fronts. As we look to improve our facilities and operations, this committee seeks to pool our collective talents and resources, discuss our lessons learned, and share best practices for the benefit of all.

The purpose of the Investment Subcommittee is to ensure that IBTTA investment activities conform to the IBTTA investment policy approved by the Board; review how IBTTA investment activities compare to market conditions; ensure that fees paid to manage IBTTA investments are reasonable and competitive; and recommend changes, as needed, to the existing investment policy. Members of this committee are appointed by the IBTTA President.

The purpose of the Finance Standing Committee of the Board is to review and evaluate the IBTTA annual operating budget, quarterly reports of the association’s financial position, changes in policies and procedures for financial activities, and other duties assigned by the President and Board of Directors. The purpose of the International Committee is to enhance the value proposition for non-North America members and develop regional plans to identify and attract new members from outside North America.

The purpose of the Membership Committee is to improve membership recruitment and retention efforts, enhance the value of membership, and develop appropriate new sources of non-dues revenue. Members of this Committee also work as Ambassadors to welcome new members and first time attendees to IBTTA meetings and to encourage non-members to join IBTTA. Members of this committee are appointed by the IBTTA President.

The purpose of the Nominating Committee is to review applications from those who wish to serve as officers or directors on the board and develop a slate of candidates to stand for election at the annual business meeting in the fall of each year. The Outreach, Opportunity, & Engagement Committee (formerly DEI Committee) was created to listen to the voices of those in our association and society who truly understand and recognize the depth of the inequity caused by racial and social injustice. With this knowledge, it will work to implement practices and programs that contribute to racial and social justice in our IBTTA family and beyond.

Past Presidents Advisory Council

The Past Presidents Advisory Council consists of all past presidents of IBTTA. The council meets in conjunction with IBTTA board meetings, nominates Honorary Member candidates to be approved by the IBTTA Board, and performs other duties as assigned by the IBTTA President.

Road Usage Charging Committee

The purpose of the Road Usage Charging (RUC) Committee is to strengthen the awareness and understanding by tolling professionals and organizations across the IBTTA membership of distance-based road usage charging practices and emerging issues. The Committee’s focus is to share current information and identify opportunities to make transportation payments for road users – tolling and distance-based charging – interoperable, reciprocal, a reliable and sustainable revenue source, an effective and efficient way to do business, a trusted, secure and convenient customer experience, and a recognized value for all users. Initial focus areas of the Committee will concentrate on interoperability, account management, technology, and legislative/policy initiatives.

Roadway Safety Steering Committee

The Road Safety Steering Committee oversees IBTTA’s Road Safety Initiative which established a “Global Road Safety Week” in 2024, in line with UN’s Global Traffic Safety Week. The annual initiative will highlight the positive safety efforts undertaken by those in the tolling industry and safety communications campaigns of other transportation partner organizations around the globe.

The purpose of the Sustainability and Resilience Task Force is to organize the ideas, resources, and efforts of IBTTA members and others in the transportation industry to strengthen the sustainability and resilience of the transportation network and reverse the effects of climate change.

Formerly the Lost Revenue Task Force, the Toll Revenue Assurance Committee was formed to discuss the impacts of lost revenue, solutions to improve the ability to correctly identify and bill customers, and options for billing process improvements to encourage customers to pay on time. The group leverages existing or already completed studies on this topic to support the initiatives.
