This session is part two in a two-part series. Register for Part 1 -- Road-User Charging: Moving to the Next Generation of Pricing on February 9 at 11am ET. Together, these two virtual events will allow participants to compare the underlying objectives and implementation strategies that have successfully advanced pricing programs from concept development, through public and political acceptance as they move toward implementation.
This Webinar will distill information from congestion pricing projects and provide “how to” information on navigating topics such as building effective concepts, obtaining environmental clearance, managing public expectations, incorporating complementary multimodal systems, and gaining statutory approvals. Since the 1990s, Congestion Pricing has been routinely cited as a key tool in the effort to permanently reduce urban traffic saturation. North American deployments of congestion pricing have largely been constrained to express lanes on the highway system and time-of-day pricing on a limited number of toll facilities; whereas cities in Europe and Asia have embraced cordon pricing systems for reducing traffic within central business districts.
In the past three years, congestion pricing has seen a resurgence of interest in North America. This has led to new learning that can help inform any community’s interests in a more expansive vision of pricing’s role in sustained traffic reduction.
Recent efforts include:
- Advanced development of cordon pricing by New York City’s MTA for lower Manhattan,
- Environmental clearance and initial procurement for freeway-based congestion pricing by the Oregon Department of Transportation for I-5 and I-205 in the Portland area,
- Feasibility studies and pilot development for congestion pricing by Vancouver TransLink, Los Angeles County Metro, San Francisco County Transportation Authority, Cities of Seattle, Chicago, Portland, Mountain View, and Atlanta
