The IBTTA Board of Directors sets the strategic direction of the association, approves the association outcomes to be accomplished, and assures that the resources necessary for the achievement of desired outcomes are available and used efficiently. The Board of Directors is composed of five officers and 20 directors. Executive Bios

Tim Stewart's career includes over 36 years in the construction, engineering, and maintenance industry of which over 33 years was in the tolling industry with both the Oklahoma Turnpike Authority (OTA) and E-470 Public Highway Authority (E-470 PHA). Prior to working in the tolling industry, he owned and managed his own residential construction company in Chickasha, Oklahoma. Tim’s tolling career began with OTA in 1984 where he held various positions beginning in field maintenance services and advancing to Director of Patron Services, Director of Maintenance, Director of Planning and Operations, and Deputy Director & Chief Operating Officer, a position he held beginning 2005. Tim was named Executive Director of the OTA on April 1, 2013 and served in that role until January 31, 2016 when he was appointed as Executive Director of E-470 PHA. Tim began serving as Executive Director of E-470 PHA on February 1, 2016. Tim currently serves as IBTTA’s President through for 2018. Tim has served IBTTA and its members through work on various committees before being elected to the IBTTA Board of Directors in 2014. Tim is a graduate of Oklahoma State University, OKC with a degree in Civil Engineering Technology. Download

Chris Tomlinson serves as the Executive Director of Georgia’s State Road and Tollway Authority (SRTA) and the Georgia Regional Transportation Authority (GRTA). In this dual appointment, Chris leads two state-level authorities whose missions are focused on improving mobility by providing reliable transportation options to Georgia commuters and and innovative financing solutions for Georgia’s transportation program. In addition to managing toll operations and providing financing solutions such as bond financing, SRTA manages the Georgia Transportation Infrastructure Bank, a revolving infrastructure investment fund that awards grants and provides loans with attractive terms to fund eligible transportation projects. Chris oversees management of a $1B bond debt portfolio, the proceeds of which fund projects built by the Georgia Department of Transportation (GDOT). GRTA operates the Xpress commuter coach service, whose 25 routes provide more than two million reliable trips and save Georgia commuters more than $125 million annually through reduced congestion costs. Chris serves as his agencies’ primary liaison to GDOT’s P3 program and is a member of the Metropolitan Atlanta Rapid Transit Authority (MARTA) Board of Directors. At IBTTA, Chris is a member of the Board of Directors, currently serving as First Vice President. Before his appointment to IBTTA’s Board of Directors, Chris actively served the association on various committees including Chair of the Audit Committee in 2016. Chris is slated to serve as the association’s president in 2019. Download

Samuel Johnson is the Chief Operations Officer for the Transportation Corridor Agencies (TCA) in Orange County California and serves as part of the executive management team. Samuel is also chair of the California Toll Operators Coalition, whose 14 member agencies focus on state-wide interoperability and customer communications. Prior to his role with TCA, Samuel was an executive with the San Diego Association of Governments where he directed the regional tolling, intelligent transportation systems and various transportation demand management programs. In both roles he was responsible for the strategic planning, implementation, and operations. Samuel is a graduate of San Diego State University, holding a degree in Business Management Accountancy, and also a member of Kappa Alpha Psi. Samuel has a rounded perspective for tolling being trained as an accountant and having worked in transit and advanced technology for two decades. He has served IBTTA through participation on the Finance and Membership committees, and also sits on the Board of Directors for the Alliance for Toll Interoperability. Download

Klaus Schierhackl is Chief Executive Officer of ASFINAG (since 2007), where his main responsibilities include financing, accounting & controlling, human resources, legal services, tolling and international business. He attended the Vienna University of Economics and Business and did his doctor’s degree. He worked as an assistant at the Institute of Transport Economics and Logistics, then joined MAN in Munich to come back to Vienna where he was appointed head of ASFINAG’s Tolling Department and General Manager of ASFINAG Maut Service GmbH from 2005 to 2007. Since that time Schierhackl maintains close contact with European Institutions and the European Association of Tolled Motorway, Bridge and Tunnel Concessionaires (ASECAP), where he became president from 2011 – 2013. Since June 2015 he is also a member of the European Road Transport Telematics Implementation Organisation's (ERTICO) Supervisory Board. Klaus joined the IBTTA Board of Directors in 2011 and is currently serving as the association’s International Vice President. Download

Emanuela Stocchi is an expert in EU legislation and policies and she is the Director of International Affairs for AISCAT (Associazione Italiana Società Concessionarie Autostrade e Trafori), the Italian Association of Toll Highways Concessionaires Companies. In this role she ensures the Association’s contacts with the EU Institutions and other European and International organizations active in the transportation field. Emanuela has an outstanding International background: she holds a degree in Political Science with a specialization in EU law and policies and she has worked in Brussels for eight years with ASECAP, the European Association of Toll Highways Concessionaires Companies, gaining a solid and comprehensive knowledge of all the EU Institutional and public affairs and expanding at the same time her EU and International network in the transportation area. Emanuela is Vice Chair of the ASECAP Permanent Committee of Road Safety, Environment and Sustainability and is also Chair of the PIARC (World Road Association) Task Force on Innovative Financing. Emanuela served IBTTA and its members through work on several committees before being appointed to the Board of Directors in 2011. Emanuela served a two-year term as International Vice President, before a three year term as Second and then First Vice President followed by President in 2017. She is now serving as the Association's Immediate Past President. Download

Patrick Jones is Executive Director & CEO of the International Bridge, Tunnel and Turnpike Association. Since assuming this position in 2002, Pat has built IBTTA into the principal advocate for toll-financed transportation and the leader in producing high quality educational experiences for toll industry professionals. Under his leadership, IBTTA launched the IBTTA Leadership Academy and introduced many new programs including global tolling summits in Europe, South America, Australia, South Africa and Mexico. IBTTA has also developed a highly successful industry public awareness campaign. Before joining IBTTA, Pat held senior positions at the American Trucking Associations, the American Public Transportation Association, and the Health Insurance Association of America. Pat holds a BA in political science from The George Washington University in Washington, DC and an MBA from Marymount University in Arlington, Virginia. Download
