IBTTA added 30 new members to the IBTTA family, including the Canadian Association of Tolling Authorities Group.

IBTTA Moved!The new office represents a dynamic space where we can host meetings, conferences, and events that foster dialogue and innovation within our industry. 

Convened the tolling industry for six in-person meetings and a series of webinars. 

IBTTA’s Lost Revenue Task Force launched the RevFinder™ online self-assessment tool. It provides a high-level measure of collection performance and links to best practices through every step of the toll revenue collection process. RevFinder™ lets users know how well collections are working and gives guidance on improvements. While RevFinder™ offers value to individual toll operators, its greatest value will be a collective discussion of toll revenue collection strategies among agencies. We are encouraging toll operators to share their data and join a conversation. We will introduce a toll collection community of practice during the Seattle Annual Meeting and via a Zoom meet-up during the fourth quarter of 2023. We will discuss toll revenue collection performance and practices in a peer-to-peer setting. The conversation will dive into what works, what has not worked, and how agencies have improved the management of toll revenue collection. The aim will be to refine and augment the best practices assembled for all members' benefit.

The Sustainability and Resilience Task Force has prepared a plan for the association to advance its efforts on environmental actions. IBTTA’s Climate Action Principles highlight two key objectives: (1) decarbonization and (2) resiliency. These objectives focus on addressing the greenhouse gas emissions associated with our facilities and operations, and ensuring that facilities and organizations are prepared for the increasing risks related to climate change. Three cross-cutting issues of the plan bring focus to:

  • the use of data and measurement to drive effective programs,
  • the role of partnerships to capture specialized expertise and deliver influential actions, and
  • the social impact of the environment on communities, customers, and employees.

IBTTA’s new Road-Usage Charging (RUC) Committee began work this year to strengthen the awareness and understanding of distance-based road usage charging practices and emerging issues by tolling professionals and organizations across the IBTTA membership. The committee has focused on interoperability, technology, legislation, account management and the customer experience as primary focus areas. Additionally, IBTTA convened a group of transportation industry associations and thought leaders to engage in a thoughtful and frank discussion about how we can work together to advance the acceptance and adoption of road usage charging and other possible sources of dedicated transportation revenue. Working together, we hope to coordinate current activities more effectively, communicate key messages more potently, and achieve desired outcomes more quickly.

The Diversity Equity and Inclusion Task Force implemented practices and programs contributing to racial and social justice in our IBTTA family and beyond.

  • The DEI Task Force created a new program where Task Force members invite local HBCU students to spend an afternoon with them during an IBTTA event. The students network with the members over lunch in the exhibit hall, and then they are accompanied by Task Force members to the afternoon sessions. The IBTTA EXPERIENCE exposes Students of Color to the potential of launching careers in tolling. (Awesome!)
  • Expanded the Book Club to include documentaries, podcasts, films, and other media for the quarterly group discussions, so “it’s not just books anymore.” We are in the third year of this strong-going program that always leaves participants feeling enriched and enlightened!
  • Held a town hall-style advisory session on Teams for HBCU students to hear recommendations and gain information on how to apply for the IBTTA Foundation Scholarship Program award. As a result, MORE THAN HALF of the IBTTA Foundation’s seven scholarship winners in 2023 are Students of Color from an HBCU.

IBTTA’s Government Affairs Committee continues to offer insightful and up-to-date information to members monthly that is often cited as an essential benefit of membership. The focus on federal programs, funding opportunities, and implementation of the Infrastructure Investment and Jobs Act has been supplemented this year by a broadened focus on regulatory and state legislative issues. The policy and legislative affairs team has been a proven resource to member requests of support, such as an IBTTA amicus curiae brief submitted to support Rhode Island’s appeal of a federal court decision to end its truck tolling program.

The Council of Platinum Sponsors continued to provide vital financial support for IBTTA meetings and advise the board on Procurement Advancement Collaboration and Cybersecurity, and new mega topics such as new opportunities for non-toll revenue and a Roadmap for Roadside Toll Collection of the Future.

The IBTTA Foundation marked the 16th year of the Leadership Academy, supported community service projects in four cities – Indianapolis, Nashville, Salt Lake City, and Seattle – and awarded scholarships of $5,000 each to five college students engaged in engineering, transportation, and related fields.

The TollMiner™ data visualization tool continued to grow and now includes an additional 150+ international toll facilities, including a substantial amount of data for each facility. Added 8,000+ centerline miles (13,000+ kilometers) of international toll facilities in more than a dozen countries. In the 3rd quarter of this year, 2022 U.S. toll revenue collection has surpassed over $21+ billion in revenue and more than 8.9 billion in total vehicle volume, setting record highs for FY2022. TollMiner™ now has data for over 1,600 facilities worldwide, with 583+ toll operators in 6 continents and 87 countries in counting.

Several newer groups within IBTTA continued to deliver excellent educational content and opportunities to network and learn, including the Task Force on Diversity, Social and Racial Inclusion, the Young Professionals Council, the Women in Tolling Council, the Engineering and Construction Task Force, and the Sustainability and Resilience Task Force.

We will continue to work hard for you by conducting excellent meetings, collecting and publishing valuable information, and being THE advocate for tolling worldwide.
