Lex joined IBTTA in 2025 as a Policy & Industry Analyst, where he supports the Association’s policy research and analysis on transportation, tolling, road pricing, infrastructure, and mobility initiatives. Lex also works closely with members and industry partners to gather data, share best practices, and advance IBTTA’s policy priorities. 

Lex graduated Magna Cum Laude from The George Washington University, earning a B.A. in Political Science with a concentration in public policy and a minor in economics and is pursuing a Master of Public Policy degree at The McCourt School of Public Policy at Georgetown University. He brings a strong background in public policy research to his work at IBTTA.
