IBTTA Foundation - Leadership Academy Alumni
The mission of the Leadership Academy Alumni Association (LAAA) is to foster meaningful and lifelong connections through the ongoing advancement of leaders, exchange of ideas, and mobility solutions to link communities.
Nearly 500 professionals have graduated from the Leadership Academy and are part of the Leadership Academy Alumni Association, the Foundation organization that continues to foster; meaningful connections among alums.

Distinguished Leadership Academy Alum of the Year Award
This award recognizes a leader who has demonstrated and made significant commitments to tolling and the transportation industry after graduating from the IBTTA Leadership Academy. Nominees for the IBTTA Distinguished Leadership Academy Alum of the Year has mirrored IBTTA's focus on advancing leaders in the industry as well as served to inspire others while building relationships. This outstanding Alum embodies emerging mindsets and the evolution of transportation in their respective organization or agency, and demonstrates an intense commitment to providing excellent service to the tolling industry and maintaining perseverance in the face of adversity.
About the Awards Committee
The Leadership Academy Awards Committee is a part of the Leadership Academy Alumni Association (LAAA), an organization consisting of graduates of the International Bridge, Tunnel and Turnpike Association (IBTTA) Leadership Academy. The LAAA and its various committees serve to further build and develop relationships to enhance capacity and growth through continued engagement of graduates. Its mission is to foster meaningful and lifelong connections through the ongoing advancement of leaders, exchange of ideas and mobility solutions to link communities.

Alan Williamson
Construction Engineering Manager
Pennsylvania Turnpike Commission
LAAA Class of 2013
Alan Williamson is a Senior Engineer Project Manager at the Pennsylvania Turnpike Commission; has served as the Cashless Tolling Conversion project manager since April 2012; and, leads the Commission’s efforts on new toll facility design and construction, cashless revenue modeling, communications & outreach and developing strategies for transitioning impacted employees. Prior to 2012, Alan served as an engineer project manager for several projects including new interchanges and toll plazas, total roadway reconstructions and bridge replacements.
Before joining the Commission in August 2004 he served as a geotechnical project engineer for GTS Technologies, Inc. and F.T. Kitlinski and Associates, Inc. Alan has over 19 years of experience in the transportation industry. Alan earned his Bachelor’s and Master’s Degrees in Civil Engineering at West Virginia University and is a registered Professional Engineer in Pennsylvania.
Award Criteria & Selection
Purpose
The Distinguished Leadership Academy Alum of the Year will honor an Academy graduate who has made significant contributions to the transportation/tolling industry in a way that mirrors the Association’s focus on advancing transportation by attracting and developing talent with a keen recognition of the benefits of human-centered leadership and membership.
This outstanding Alum will have personal and professional priorities that exemplify overall leadership within the tolling industry, forging genuine human connections within and across diverse teams and people, and mentor and cultivate employees, creating a culture of respect that fosters an atmosphere conducive to advancement and enthusiasm for the tolling industry. This outstanding Alum will embody emerging mindsets and the evolution of transportation in their respective organization or agency, along with demonstrating an intense commitment to providing excellent service to the tolling industry and maintaining perseverance in the face of adversity.
This distinguished Alum should inspire and encourage personal and professional development in others; build strong relationships that support a high level of trust and credibility; promote the transfer of knowledge and influence from person to person; and recognize and respond to differing learning preferences while cultivating other’s abilities and talents.
Nomination Criteria
The Leadership Academy Alum of the Year Award is open to IBTTA Leadership Academy graduates based on the criteria below. Nominations may be submitted by an individual familiar with the work of a nominee. Self-nominations are also accepted. To be considered for the award, a nominee must meet the following criteria:
IBTTA Leadership Academy Graduate
Nominee must be a graduate of the IBTTA Leadership Academy.
Note: To ensure submitted nominees have had enough time and opportunity to engage within the IBTTA and LAAA, as well as provide services and support as a Leadership Academy alumni, we require the nominee to be at least two full calendar years removed from their Leadership Academy graduation date to be eligible for this award.
Professional and Career Accomplishments
Nominee must have contributed to the betterment of the bridge, tunnel, and tolling industry. Career accomplishments may include program development, committee participation/leadership, and/or other professional and/or career contributions.
Community and Career Leadership
Nominee must exhibit outstanding leadership and have made contributions in their professional career and personal life through service to their community, civic organizations, or other means.
IBTTA Involvement
Nominee must have demonstrated continuing interest in and support of IBTTA and the Leadership Academy through contribution of time, talent, or resources.
Human-Centered Leadership
Nominee has actively demonstrated and supported the core principles of human-centered leadership within their professional work, organization and/or personally to advance transportation and tolling initiatives, improve their organizational work culture or advance the quality of their community.
- Nominee must be a current member of IBTTA.
- Nominee must not be a previous winner of the award.
Selection Methodology
Nominations will be submitted and distributed to the LAAA Awards selection committee. Only the nomination forms will be reviewed by the committee and numbered. The LAAA Awards committee will score each submission and from there, will make the selection, based on a numerical scoring.
All nominees will be considered, but only the nominee selected for the award will be notified by the Vice Chair of Professional Development & Awards.
Nominee Submission
- Nominations should be submitted using the Nomination Form.
- For fairness to all nominees, nominations are judged solely on the content submitted by the nominators, so nominations must be submitted as though the judges do not know the nominee.
- Nominators are advised to provide a thorough description of the nominee, fully detailing their experience, leadership, accomplishments and involvement in the selection categories.
- Within the form, each criterion in the submission form has a 250 word limit.
