IBTTA Board Member Christophe Boutin Begins ASECAP Presidency with Focus on User-Pays Investment for Europe’s Roads

IBTTA congratulates Board Member Christophe Boutin on beginning his term as 2026 president of ASECAP, the European Association of Operators of Toll Road Infrastructures, following his election by the association’s General Assembly in Rome.

To mark the occasion, Boutin recently sat down with industry-leading publication ITS International for an interview outlining the priorities that will shape his presidency and the future of toll road infrastructure across Europe. Highlights from that conversation are summarized below, with a link to the full interview at the end of this article.

ASECAP is a long-standing group member of IBTTA, representing toll facility owners and operators across Europe. Its national member associations collectively cover more than 82,700 kilometers of toll motorways, bridges and tunnels in 17 countries, making it one of the most influential toll road organizations globally.

During the interview, Boutin emphasized that Europe’s road infrastructure — much like in the United States — requires sustained and predictable investment to ensure safety, resilience and continuity of service.

He explained that toll road operators are closely aligned with European policy objectives focused on climate action, digitalization and improved traffic management, citing continued investments in alternative fuels infrastructure, decarbonization initiatives and advanced technologies that enhance system performance.

Boutin also highlighted the importance of achieving the European Union’s climate-neutrality goals by 2050 through what he described as a holistic approach that recognizes road infrastructure as an essential enabler of clean, connected and efficient mobility.

In addition to his role with ASECAP, Boutin serves as executive director of ASFA, the French Association of Toll Motorway, Tunnel and Bridge Infrastructure Companies, and as president of the European Facilitation Platform, which supports deployment of the European Electronic Toll Service and promotes tolling interoperability across the European Single Market.

ASECAP Secretary General and CEO Malika Seddi told ITS International that Boutin’s leadership comes at a pivotal moment for the European road infrastructure sector and will be instrumental in reinforcing ASECAP’s contribution to EU transport, climate and connectivity objectives.
