Zachary M. Radford is Vice President of Policy and Government Affairs at IBTTA. He brings more than 20 years of experience shaping federal and state transportation policy, with a record of advancing major infrastructure projects, innovative technology, and safety priorities across highways, trucking, transit, and rail.
Zach has built bipartisan relationships across Congress and the executive branch—including the White House, USDOT, and other federal agencies—to secure funding and shape legislative and regulatory outcomes. He has influenced key surface transportation reauthorization measures and appropriations bills and has led national advocacy campaigns and cross-sector coalitions at the federal, state, and local levels.
Before joining IBTTA, Zach served as Vice President of Government Affairs at the National Safety Council and held senior government affairs roles at the American Short Line and Regional Railroad Association and the Washington Metrorail Safety Commission. He also led federal advocacy at the Washington Metropolitan Area Transit Authority. Earlier in his career, he spent seven years on Capitol Hill advising Senators Richard Blumenthal and Jon Tester on transportation and infrastructure policy. Zach began his career practicing law in California, advising Fortune 500 clients on complex litigation and regulatory matters.
Zach earned a JD from Washington University in St. Louis and a BA, cum laude, from Georgetown University.
