IBTTA CEO Leads Session Focusing on Transportation Funding and Financing at TRB

WASHINGTON, DCPatrick D. Jones, Executive Director and CEO of the International Bridge, Tunnel and Turnpike Association (IBTTA), the worldwide association representing toll facility owners and operators and businesses that serve them, will lead an upcoming panel discussion at the Transportation Research Board’s 5th International Conference on Surface Transportation Financing in Irvine, CA.

TBR’s conference will examine the current status of transportation finance and future possibilities through thought-provoking program offerings and with preeminent presenters drawn from the fields of transportation research, government, and the private sector.

Jones will lead a session titled, “Innovation, Experimentation and Exploration:  The Landscape of Transportation Funding and Finance in the U.S.” scheduled for 8:15 – 9:45 a.m. on Thursday, July 10th at the Arnold and Mabel Beckman Conference Center in Irvine, CA.  IBTTA’s Pat Jones issued the following statement about the conference:

“TRB’s 5th International Conference on Surface Transportation Financing comes at a critical time for surface transportation infrastructure.  Session topics will focus on road usage charging, P3s, real estate and value capture, tolling, managed lanes and the implications of technology on transportation finance.”

“Today’s transportation system is broke and broken. The federal gas tax hasn’t been increased since 1993. And since 2008, Congress has transferred more than $50 billion from the general fund into the Highway Trust Fund, which is expected to become insolvent next month.  Clearly, the current transportation funding system is not working as effectively as it could be.

“Funding today’s transportation system requires many solutions. Everything should be on the table for state and local governments to decide the optimum funding solutions. Federal transportation partners need a toolbox of funding options and the flexibility to craft those options specifically to meet local needs.  Tolling is one of the most powerful, effective and proven tools in the toolbox.”

In addition to Jones, speakers include:

  • Gregory G. Nadeau, Acting Federal Highway Administrator
  • Dale Bonner, Chairman, Plenary Group USA
  • Steve Heminger, Executive Director, Metropolitan Transportation Commission, Oakland, CA (and IBTTA Board Member)
  • Malcolm Doughtery, Director, California Transportation Agency
