Webinar Recap: New Zealand Spotlight – Part of IBTTA’s 2025 Global Series
As part of IBTTA’s 2025 Global Series, the International Committee turned its focus to New Zealand, exploring the country’s bold 30-year infrastructure vision and growing role for tolling, pricing, and public-private partnerships.
With its Draft 30-year National Infrastructure Plan open for feedback through August 6, New Zealand is laying the groundwork for long-term investment—targeting 5–7% of GDP annually across all infrastructure sectors. Transportation sits at the heart of this strategy, with new policies positioning tolling as a default for future road projects.
Featured speaker Andrew Robertson of the New Zealand Transport Agency (NZTA) provided an in-depth look at the Roads of National Significance (RoNS) program—revived in 2024 to prioritize major highway and freight corridors. He outlined a new wave of projects backed by expanded tolling authority, PPP models, and legal reforms to support faster, more efficient delivery.
Additional insights included:
- A renewed push for availability-based PPPs focused on asset performance;
- Early-stage planning around congestion pricing and value capture;
- Legislative changes to empower local governments to co-invest in infrastructure;
- Continued commitment to providing free alternative routes alongside tolled corridors.
- Efforts to improve safety in the current road network.
Attendees also heard from Acciona Concessions, sharing lessons from operating toll roads in New Zealand, innovative solutions and experience with the managed lanes in the US, and reinforcing the value of global partnerships.
