International Tolling Association Elects Andrew Fremier, Bay Area Toll Authority, Metropolitan Transportation Commission As 2021 IBTTA Second Vice President

WASHINGTON, DC –  The International Bridge, Tunnel and Turnpike Association (IBTTA) has announced Andrew Fremier, Deputy Executive Director, Operations for the Bay Area Toll Authority (BATA), Metropolitan Transportation Commission (MTC) in San Francisco, CA will serve as the association’s 2021 Second Vice-President.


“I am extremely pleased that Andy Fremier will serve as IBTTA’s 2021 Second Vice-President. His skillset and expertise bring great value to IBTTA and the tolling and transportation industries as we confront enormous challenges presented by the pandemic and an uncertain economy,” said IBTTA President Mark Compton. “Andy is a visionary who thinks strategically and long term. He is uniquely suited to help the tolling industry play a pivotal role in transportation’s reemergence in a post-COVID world. I’m looking forward to working alongside him on the IBTTA Executive Committee.”


Fremier was elected Second Vice-President by IBTTA’s Board of Directors on February 24. IBTTA’s Board of Directors is comprised of transportation and tolling leaders from around the world.

I look forward to using my experience to meet the many challenges and capitalize on the many opportunities that lie ahead for both the transportation and tolling industries.”


A licensed civil engineer, Fremier oversees the administration of all toll revenue from the Bay Area’s seven state-owned toll bridges. This revenue is used to fund day-to-day operation, maintenance and administration of the bridges, as well as to support regional transit services and to fund voter-approved highway and transit improvements in the bridge corridors.

Fremier also manages MTC’s Operations and Electronic Payments sections. In this capacity, he oversees the Bay Area’s 511 traveler information system, the Bay Area Express Lanes network, the Clipper electronic transit-fare card program, and the FasTrak® electronic toll collection system.

Prior to joining the BATA-MTC executive team, Fremier held a variety of positions during a 20-year career at Caltrans, including leading the Toll Bridge and Highway construction program, and developing the Toll Bridge Seismic Retrofit Program.

The Bay Area Toll Authority (BATA) was created by the California Legislature in 1997 to administer the base $1 auto toll on the San Francisco Bay Area's seven state-owned toll bridges. On Jan. 1, 1998, the Metropolitan Transportation Commission (MTC) — the transportation planning, financing and coordinating agency for the nine-county region — began operations as BATA.
