Chief Norris Croom serves as Fire Chief and Emergency Manager for the Castle Rock (Colorado) Fire and Rescue Department, an internationally accredited agency through the Commission on Fire Accreditation International. He has been with the department for 39 years as both a volunteer and career firefighter and has additional experience in EMS as an EMT, paramedic, and communications technician.
A graduate of the National Fire Academy’s Executive Fire Officer Program, Chief Croom holds Chief Fire Officer and Chief EMS Officer designations from the Center for Public Safety Excellence. He has been a member of the International Association of Fire Chiefs since 1998 and currently serves on its Board of Directors. He also serves on several regional public safety boards and committees, including the Douglas County Emergency Communications Authority (9-1-1), the Douglas County Incident Management Team, and the Colorado Information Analysis Center.
Chief Croom has received numerous professional honors, including the IAFC President’s Award (2024 and 2025) and the CPSE Ronny Jack Coleman Leadership Legacy Award (2021). He is active in several professional associations and has been a frequent instructor at local, state, and national conferences.
